The boxing legend is hoping to still fight on the Tyson Fury vs Anthony Joshua undercard.
Sela had initially planned a ‘double main event’ featuring Manny Pacquiao against WBO super-lightweight champion Shakur Stevenson.
However, those plans have now changed, with Pacquiao being considered for a chief-support role.
Stevenson is expected to move to another card as organisers search for Pacquiao’s replacement opponent.
According to BoxingScene, financial restrictions are understood to have influenced the decision.
The Saudi events co-ordinator has already committed huge sums to secure Fury and Joshua.
Sela and Netflix remain keen to have Pacquiao on the December 11 bill, despite the reshuffle.
The 47-year-old continues to attract a significant audience across the United States and Asia.
Who is in the running to face Manny Pacquiao?
As it stands, there is no clear frontrunner.
But former world champions Danny Garcia, 38, and Amir Khan, 39, have both been proposed as potential opponents for ‘Pac Man’.
Garcia last fought in October 2025, stopping Daniel Gonzalez in the fourth round.
The bout was expected to be the final fight of his career.
However, ‘Swift’ later told reporters he was only “85 per cent retired” following the victory.
It was then that Garcia admitted he would consider returning to the ring if the right financial offer arrived.
Meanwhile, Khan has not fought since being stopped by Kell Brook in February 2022.
He announced his retirement shortly afterwards.
However, the Briton has repeatedly hinted at a comeback against Pacquiao, having missed out during their respective primes.
Khan told The Sun: “The only person I’d ever come back for and do an exhibition fight or maybe a fight is probably someone like Manny Pacquiao because size-wise and style-wise it’s good.
“But other than Manny Pacquiao… and I heard that he’s an ambassador of IBA, so I think maybe we could do an IBA show with Manny Pacquiao and myself.”
